There was a clatter as the basilisk fangs cascaded out of Hermione’s arms. Running at Ron, she flung them around his neck and kissed him full on the mouth. Ron threw away the fangs and broomstick he was holding and responded with such enthusiasm that he lifted Hermione off her feet.
“Is this the moment?” Harry asked weakly, and when nothing happened except that Ron and Hermione gripped each other still more firmly and swayed on the spot, he raised his voice. “OI! There’s a war going on here!”

I like to think McGonagall made sure Hogsmeade trips coincided with Valentines Day just on the off-chance that Ron and Hermione ended up going without Harry.
McGonagall definitely shipped Romione. My theory is that, she must have known that Harry would find a way to sneak into Hogsmeade. She just wanted Ron and Hermione to have some alone time.

jkr sucks at writing romance so here are things that probably happened but she just didn’t put them in the books because she assumed that jealousy was a better way to convey two people caring about each other than, you know, seeing them caring about each other:
– after easter break ron comments that hermione’s new haircut looks good and she spends the next week smiling a little whenever she looks in a mirror
– when ron can’t figure out a charm hermione gets into the habit of putting her hand on his to correct his form. once they realize they like each other this habit gets a lot more awkward as they both fumble and harry pretends not to notice
– in sixth year every time harry has a private lesson with dumbledore and ron and hermione stay up waiting for him, ron gets hermione to put her studying away and play chess with him
– ron loves the look on hermione’s face when she’s pretending not to be annoying at herself for losing yet again
– she thinks he’s just being smug over his victory
– they’re at hogsmeade and hermione forgets her scarf, so ron gives her his
– hermione returns it almost two months later, looking sheepish
– ron looks at hermione when he gets a spell right on his first try and blushes so hard when she grins back at him
– hermione glances at ron when she gets yet another question right in class
– ron has a tiny little smile on his face that he would deny to hell and back that he gets when listening to hermione spout textbook definitions
– hermione cheers so loudly when ron blocks the quaffle even though she brought a book and has been reading for most of the match
– when harry points out that she never cheered for him catching the snitch, she gets oddly snappish
– and many more! never forget that ron and hermione may have argued a lot, but they were really close friends and really enjoyed each other’s company
